Response to a COVID-19 Outbreak on a University Campus — Indiana, August 2020

大学のキャンパスのCOVID-19アウトブレイクへの対応 ― インディアナ州、2020年8月

高等教育機関では、新型コロナウイルス感染症(COVID-19)のパンデミックに対応して、2020年の秋学期のためにさまざまなアプローチを採用した。大学の約45％がオンライン授業を実施し、4分の1以上(27％)が対面授業を提供し、21％がハイブリッドモデルを使用した。CDCは高等教育機関のためのCOVID-19ガイダンスを発表しているが、単科大学および総合大学のキャンパスでのCOVID-19のアウトブレイクへの対応についてはほとんど発表されていない。2020年8月に、約12,000人の学生(8,000人の学部生を含み、このうち85%がキャンパスに居住)を擁するインディアナ大学は、COVID-19の原因ウイルスであるSARS-CoV-2の伝染を減らすためにさまざまな公衆衛生対策:例えば、交通量の多い地域での物理的インフラの再配置、教室や共有スペースの人口密度の低減、清掃と消毒のプロトコールの強化、物理的な距離が6フィートを維持できない場合は屋外を含むキャンパスでのマスクの着用の要求などを実施した。これらの方策にもかかわらず、大学は秋学期の最初の数週間にアウトブレイクを経験した。8月3日～15日、計56名がSARS-CoV-2検査結果陽性であった(1日あたり平均4.3名、実施されたすべての検査の11.7％に相当）。症例の90％は症候性の人の検査によって特定され、残りは学生アスリートのスクリーニング検査によって特定された。8月16日～22日に、大学は371例の確認された症例(1日あたり平均26.5症例、実行されたすべての検査の15.3％に相当）によるアウトブレイクを経験し、このうち355例(96％)が学部生、13例(3％)が大学院生で、影響を受けた学部生の62％はキャンパス外に住んでいた。いくつかの大規模なキャンパス外の集会が、一般的な曝露源として特定された。大学は、学生を自宅に返すのではなく、学部生のために対面授業からオンライン授業に切り替えた。2週間にわたり一連のキャンパス制限を設定し、その間に感染緩和策を厳守する必要性を強調する教育努力とともに、検査、接触者追跡、隔離および検疫プログラムが大幅に強化された。2週間後、大学は段階的に対面授業への復帰(クラスの85%が対面で提供される)と学生生活活動の再開を実施した。今回の報告では、アウトブレイク後のデータ駆動型の対象を絞った介入、検査、追跡、隔離対策の迅速な拡大により、中規模の大学が対面での授業とキャンパス活動の再開を可能にした経緯を述べた。これらの戦略は、キャンパスのアウトブレイクに対応する他の大学に役立つ可能性がある。
