学区による危機管理、緊急時対応および復旧計画 ― アメリカ、2012年

2012年のSchool Health Policies and Practice Studyデータより、自然災害、新興感染症およびテロに対する学区ごとの備え、対応および復旧に関する方針について地域別に分析が行われた。その結果、家族が再会するための手順は67.8％(中西部：602％、北東部：72.0％、南部：71.6％、西部：73.6％)の学区、また、都市部では78.0％、非都市部では61.5％の学区が各学校にその計画を要求していた。パンデミックインフルエンザや他の感染症への対応は69.0％(中西部：57.9％、北東部：75.2％、南部：79.4％、西部：68.5％、都市部：72.9％、非都市部：66.5％)、緊急時における生徒や職員への特別な物資の提供は79.9％(同72.2％、87.6％、87.8％、73.0％、85.8％、76.3％)、危機を乗り越えた後の生徒、教員および職員への精神的な健康サービスの提供は69.3％(同60.1％、80.4％、72.7％、71.6％、77.1％、64.4％)の学区が要求しており、また、地域との連携に関しては、90％以上の学区が各学校の職員を学区内から採用し、地域の消防署および警察署との連携を行っていたが(それぞれ95.4％、91.9％、94.8％)、地域の公共交通機関との連携を行う学区は16.6％(中西部：12.0％～南部：20.8％)と少なかった。新しいHealthy People 2020の目標(PREP-5)は学校に対するこれら危機管理、緊急時対応および復旧に関する計画の強化を各学区に要求しており、今後、これらの整備の強化が期待される。
