State Tobacco Revenues Compared with Tobacco Control Appropriations － United States, 1998-2010

州のたばこ収入とたばこ規制支出金との比較－アメリカ、1998～2010年

1999年、CDCのBest Practices for Comprehensive Tobacco Controlはたばこ関連疾患/機能障害/死亡を減少させるため、エビデンスに基づいた州のたばこ規制プログラムに年間16～42億ドル(2007年以降は37億ドルに変更)出資するよう勧告した。州のたばこ関連収入とたばこ規制プログラムへの出資状況を分析するため、CDCは1998～2010年のデータを調査した。たばこ会社からの支払い(州とたばこ会社との間で結ばれた包括的和解契約による)とたばこ税による州の年間収入は1998年の88億ドルから2010年には240億ドルまで増加し、1998～2010年の総収入は2,438億ドルであった。一方、たばこ規制のための州と連邦の年間支出額は1998年の2.6億ドルから2002年には8.2億ドルに増加したが、2009年には7.4億ドル、2010年には6.4億ドルへと減少し、この期間中の総支出額は81億ドルであった。Best Practicesの勧告に基づいた場合、この期間中のたばこ規制プログラムへの出資額は少なくとも292億ドルになる(16億ドル×9年＋37億ドル×4年)。たばこに関する州の収入と州/連邦の支出の割合は、1998～2010年全体で30：1であり、2010年は37：1であった。州がBest Practicesレベルでタバコ規制プログラムに出資した場合、より大幅かつ迅速に喫煙を減少させることができ罹病率や死亡率も減少する可能性がある。
