包括的禁煙法－アメリカ50大都市、2000および2012年

受動喫煙(SHS)曝露の阻止には室内での完全禁煙が必要であり、州および地域では法律で職場や公共施設での完全禁煙を定めている。CDCはAmerican Nonsmokers’ Right Foundation(ANRF)とともに国内の50大都市におけるSHS曝露からの保護に関する州または地域の包括的禁煙(CSF)法について、とくに喫煙制限に関する項目について分析を行った。データは2000年12月31日および2012年10月5日時点におけるU.S. Tobacco Control Laws DatabaseおよびCDC’s State Tobacco Activities Tracking and Evaluation(STATE) System Databaseより入手した。その結果、2000年12月31日時点でCSF地域法を制定していた都市はカリフォルニア州のサンノゼのみであったが、2012年10月5日時点では16都市(32%)がCSF地域法により、20都市(40%)が州法により職場、レストラン、バーいずれにおいても完全禁煙となり、6都市では州法、地域法ともに完全禁煙が定められていた(ニューヨーク、シカゴ、コロンブス、ボルチモア、ボストン、ミルウォーキー)。残る20都市(約1,600万人、全人口の約5%)のうち14都市では州法または地域法により3ヵ所のうち少なくとも1ヵ所にて禁煙であるが、6都市(ロサンゼルス、オクラホマシティ、フレズノ、バージニアビーチ、アトランタ、タルサ)では全ての場所で喫煙が可能であった。また、20都市のうち10都市は南部の州(フロリダ、ジョージア、ノースカロライナ、テネシー、テキサス、バージニア州)にあり、今後、とくにこれら南部の州における法律による禁煙の推進がSHS曝露からの保護に有効であると思われる。
