Disparities in Learning Mode Access Among K–12 Students During the COVID-19 Pandemic, by Race/Ethnicity, Geography, and Grade Level — United States, September 2020–April 2021

COVID-19のパンデミックに対応して、アメリカ全体の学校は2020年の春にバーチャル学習への移行を開始した。しかし、2020-21学年度中の学校の学習モードはさまざまであり、更新されたCDCガイダンスを部分的に反映し、学校はさまざまな時期に対面学習に戻った。対面学習の利用の減少は、子供の学習成果の低下とメンタルヘルスおよび行動への悪影響に関連している。今回、2020年9月～2021年4月の50州すべてとワシントンDCの1,200のアメリカの公立学校区[公立学校に在籍している幼稚園生から12年生(K–12)の46％に相当]から、学習モードに関するデータがNational Center for Education Statisticsの人口統計データと照合され、COVID-19パンデミック中のK-12生徒における学習モードへのアクセスが、生徒の人種/民族、地理、学年別に経時的に評価された。評価されたすべての人種/民族グループ全体で、バーチャル学習の割合は2020年9月～12月に変動性を示したが、2021年1月～4月では着実に減少した。2021年1月～4月、非ヒスパニック系白人の生徒におけるフルタイムでの対面学習の利用は36.6パーセントポイント増加(38.0％から74.6％)したのに対し、非ヒスパニック系黒人の生徒では31.1パーセントポイント(32.3％から63.4％)、ヒスパニック系の生徒では23.0パーセントポイント(35.9％から58.9％)、他の人種/民族の生徒では30.6パーセントポイント(26.3％から56.9％)の増加であった。2021年1月にフルタイムの対面学習を利用したのは、K-5年生では39％であったのに対し、6～8年生では33％、9～12年生では30％であった。人種/民族によるフルタイムでの対面学習には、学校別、地域別、州別に格差があった。これらの格差は、2021-22学年度のこの学習モードへの公平な利用を優先することの重要性を強調している。2021-22学年度のフルタイムでの対面学習への公平な利用を増加させるために、スクールリーダーは、学年全体にわたり安全性が最適化された対面学習の選択枝を提供することに焦点を絞るべきである。CDCのK-12運用戦略は、推奨される予防戦略の実施、ワクチンの公平性を重視した教師と年長の生徒に対するワクチン接種率の増加、市中感染の減少を通じて、学校が安全に対面学習を提供するための進路を提示している。
