Participation in Community Preparedness Programs in Human Services Organizations and Faith-Based Organizations — New York City, 2018

福祉団体および信仰に基づく団体における地域社会防災プログラムへの参加 ― ニューヨーク市、2018年

地域ベースの団体には公衆衛生問題に取り組んできた長い歴史があり、人との関わりにより災害への備えに貢献する可能性がある。防災訓練により対応能力が向上し、復興力が強化される。ニューヨーク市(NYC)のDepartment of Health and Mental Hygieneは、地域防災におけるこれらの団体の重要性を認識し、2016年、災害に対する準備を強化する連邦緊急事態管理庁およびCDCの勧告に基づく地域防災プログラムを開始した。このプログラムにより福祉および信仰に基づく団体が8回の直接訓練に参加、各訓練では1)運営の継続性、2)緊急管理、3)ボランティア管理、4)緊急時通信、5)緊急時連絡システム、6)危険にさらされている人との通信、7)緊急時物資の在庫の評価、8)緊急基金の確立、などの計画を立てることを含む災害対策準備に焦点があてられた。今回、この訓練の有効性を評価するため、2018年6月～9月に実施されたオンライン調査のデータを多変量ロジスティック回帰にて分析し、訓練の有無による防災指標を比較した。調査に回答したのは福祉団体が115団体(13.5％)、信仰に基づく団体が185団体(18.5％)であり、それぞれ61(53％)、57(31％)の団体が訓練に参加していた。訓練に参加した団体では非参加の団体比べそれぞれの項目に関する計画を立てる確率が高く、調整オッズ比(AOR)は福祉団体、信仰に基づく団体の順に1)運営の継続性が各45.7、2.5、2)緊急管理:12.8、7.2、3)ボランティア管理が6.3、4.5、4)緊急時通信が17.3、2.8、5)緊急時連絡システム:8.7、3.4、6)危険にさらされている人との通信が15.6、2.1、7)緊急時物資の在庫が9.8、4.5、8) 緊急基金が3.7、3.8であった。これらの結果から、NYCにおける地域準備プログラムは、公衆衛生災害に対応する地域の備えをサポートする訓練計画に関し、他の地域のモデルとなりうるものと思われる。
