学区ごとの危機管理、緊急時対応および復旧計画 ― アメリカ、2006年、2012年、2016年

アメリカでは災害などの緊急時、学校が適切に対応するようHealthy People 2020にて学校の危機管理、緊急時対応および復旧計画の改善を目標に掲げている(PREP-5)。今回、2006、2012および2016年のSchool Health Policies and Practices Studyデータから、PREP-5に向けた学区ごとの進捗状況についてまとめられた。PREP-5.1(家族が再会するための手順)については2006年、2012年、2016年にて65.3％、67.8％、74.4％の学区が各学校に要求しており、とくに北東部では61.7％、72.0％、77.4％と直線的に有意に増加していた。PREP-5.2(パンデミックインフルエンザや他の感染症のアウトブレイクへの対応)を要求する学区は2012年が69.0％、2016年が65.3％であり、地方(2012年：65.3％、2016年：56.2％)および南部(同79.4％、69.9％)にて有意に減少していた。PREP-5.3(援助を必要とする障害のある生徒およびスタッフへの準備)はそれぞれ77.4％、79.9％、79.8％の学区が要求、PREP-5.4(緊急事態発生後の生徒、教職員、スタッフへのメンタルヘルスサービス)はそれぞれ73.0％、69.3％、77.6％の学区が要求しており、北東部では72.6％、80.4％、85.8％と有意に増加していた。また、2016年において、危機管理に対する財政的支援または訓練を行う学区は教職員、スタッフおよび生徒の家族に対しそれぞれ89.6％、59.5％、17.6％であり、21.6％の学区が生徒の家族に対する教育を行っていた。今回の調査ではPREP-5.4が2016年にHealthy People 2020の目標値(76.2％以上)に達していたが、今後さらなる目標達成に向けた整備の強化の必要性が示唆された。
