Mercury Spill Responses — Five States, 2012–2015

元素水銀の危険性についての啓蒙にもかかわらず、水銀漏洩は家庭、学校、医療機関およびその他の状況で発生しており、公衆衛生を危険にさらすとともに高額な汚染除去が必要とされる。水銀は肺から最も効率よく吸収され、放出された高レベルの水銀蒸気への曝露は、咳、咽頭痛、息切れ、吐き気、嘔吐、下痢、頭痛、視覚障害の原因となる。小児および胎児は、水銀蒸気の曝露の有害な影響を特に受けやすい。小児の臓器は発育中で、呼吸数が増加しており、また、水銀蒸気の濃度が最も高い地面により近いことが原因となっている。最近の水銀漏洩の特色および得られた教訓を集約するために、汚染浄化に関与した5州(アイオワ州、ミシガン州、ミズーリ州、ノースカロライナ州、ウィスコンシン州)の保健局は2012年～2015年の非体温計性の水銀漏洩に関するさまざまなソースからのデータを収集した。この期間に5州の保健局は64件の非体温計性の水銀漏洩の汚染除去に関与し、汚染場所は多い順に、住居(44％)、学校およびスクールバス(20％)、医療施設(17％)、商業および工場施設(17％)であった。これらの水銀漏洩のうち、関与が推定される量は約42％で0.5ポンド未満(すなわち大さじ1杯)、33％で0.5ポンド超、25％で容量不明であった。水銀漏洩の4分の1が公式の避難に結び付き、18歳未満の小児は少なくても35％存在した。水銀漏洩の14％で、急性水銀曝露に一致する症状を示した。2012年～2014年に5州の保健局が対応を要請された水銀漏洩のさまざまな事例では、水銀を含有するジャーの酒場内での破損による漏出(アイオワ州、2012年)、小学校での水銀入りの試験管の床への落下(ノースカロライナ州、2012年)、アンティークの大型振り子時計(振り子に推定15ポンドの水銀を含有)の移動中にビル全体への漏えい(ミズーリ州、2013年)、宝飾品から水銀との結合により金の抽出を試み、高濃度の水銀蒸気の吸入による重症の中毒(ミシガン州、2014年)、水銀を含有した古いボイラーを住居から除去しようとし、地下室、車庫、私道に水銀が放出(ウィスコンシン州、2014年)の報告がある。水銀漏洩後の一般の人々を守るために、地域、州、連邦の関係期間は、迅速な対応の確保および汚染を最小化にするために効果的に連携を図る必要がある。また、公衆衛生当局は水銀を含有する品目の交換プログラムの認識度の増加を図るとともに、学校および医療関係者への水銀源および適切な廃棄の仕方について教育する必要がある。
