State Cigarette Minimum Price Laws － United States, 2009

タバコ価格の値上げは喫煙率やタバコの消費を減少させ、若者の喫煙の開始を抑制する。タバコ価格を値上げする最も効果的な介入は消費税の増税であるが、製造者は増税に対し業者間割引、クーポン、プロモーションなどにより対抗している。州のタバコ最低価格法は1940、1950年代以降、タバコの小売店を守るために制定されているが、今回、CDCにより2009年12月31日現在におけるタバコ最低価格法に関する調査が行われた。その結果、25州にてタバコの法定最低価格が定められており、これらの州における卸売価格に対する法定最低値上げ率は2.00%(DC、ルイジアナ、ミシシッピ州)から6.50%(コネチカット州)であり(中央値:4.00%)、小売価格に対する法定最低値上げ率は6.00%(アラスカ、ルイジアナ、ミシシッピ、オクラホマ、ペンシルベニア、ウィスコンシン州)から25.00%(マサチューセッツ州)であった(中央値:8.00%)。ロードアイランド州では取替原価、ワシントン州では実買い入れ原価として計上され、デラウエア州では卸売価格のみ、テネシー州では小売価格のみに最低値上げ率が定められていた。また、最低小売価格を計算する際の業者間割引は7州にて禁止、14州では許可、4州では特に定められていない。
