Health Warnings on Tobacco Products － Worldwide, 2007

現在、多くの国々でタバコのパッケージに健康に関する警告が表示されている。健康に対するリスクの認識、禁煙の意志のサポートおよび喫煙の阻止から禁煙率の増加に有効であり、表示が大きいほど効果は大きいと考えられている。2007年初め、WHOのTabacco Free InitiativeはWHO加盟国193ヶ国と1地域に対し、タバコの健康警告に関するアンケートを行った。回答のあった176ヶ国のうち、77ヶ国 (44%)は警告の表示は要求しておらず、71ヶ国(40%)はパッケージの主たる表示部の30%未満、23ヶ国(13%)は30%以上、5ヶ国(3%) は50%以上への警告の表示を要求していた。主たる表示部の30%以上に警告の表示を要求する23ヶ国では、1)タバコによる具体的な健康警告の表示、 2)パックと外装への表示、3)大きく明瞭な目に見える表示、4)回転表示、5)その国の主言語による表示、6)挿し絵入りの表示、7)タバコによる健康に有害な作用の表示、の7項目のうち少なくとも1つ、50%以上に表示を求める5ヶ国(オーストラリア、ブラジル、カナダ、タイ、ウルグアイ)では、7項目全てを表示するよう指示している。また、挿し絵入りの警告は15ヶ国(9%)、66ヶ国(38%)では”ライト”や”マイルド”などの欺瞞的な販売用語の使用を禁止している。警告表示を求めていない、または30%未満の表示を求める国はアフリカ地域にて88%、アメリカ地域:74%、東地中海地域:82%、ヨーロッパ:92%、東南アジア:82%、西太平洋地域:71%。警告表示を求めない国は低所得国にて58%、中所得国:45%、高所得国:24%と低所得国にて警告表示規制が緩いことが示唆された。
