Anhydrous Ammonia Thefts and Releases Associated with Illicit Methamphetamine Production - 16 States, January 2000-June 2004

無水アンモニアの盗難と違法メタンフェタミン製品の流出－16州,2000年1月～2004年6月

無水アンモニアは主に農業用の肥料や工業用の冷媒として用いられるが、違法メタンフェタミン製造の鍵となる化合物である。無水アンモニアへの曝露は生命を脅かすため、一般的な販売は禁止され、購入には免許を要することから、メタンフェタミンの違法製造者による無水アンモニアの盗難が発生し、曝露による事故が報告されている。Agency for Toxic Substances and Disease Registry(ATSDR)のHazardous Substances Emergency Events Surveillance(HSEES)に国内16州の保険局から2000年1月1日―2004年6月30日に報告された違法メタンフェタミン製造による危険物急性曝露1,791件のうち、盗難された無水アンモニアによる事故は10州、164件(9%)を超えており、アイオワ州(64件、39%)およびミズーリ州(57件、35%)にて多発していた。発生場所は商業地域(88件、52%)、農業地域(51件、31%)に多く、約半数(74件、45%)は5―8月に発生し、曜日別では日曜日(31件、19%)、時間帯は真夜中―午前5時59分(59件、38%)に多かった。また、36件(22%)にて85名(延べ110件)が負傷し、一般人(38名、45%)、警察関係(27名、32%)が多く、主な被害は呼吸器刺激(68件、62%)、眼刺激(19件、17%)であり、48名が病院で治療を受け、18名は現場で処置を受けた。入院および死亡者はなかった。また、27件(16%)にて2,146名が1時間以下―8時間避難し、汚染除去は13件にて57名に行われた。
