手製化学爆弾事件とそれによる負傷－選択州,1996年1月～2003年3月

手製化学爆弾(HCB)は地域の食料雑貨店などで購入可能な揮発性家庭用化学薬品から容易に製造できる。Agency for Toxic Substances and Disease Registry(ATSDR)のHazardous Substances Emergency Events Surveillance(HSEES)システムに参加している17州では1996年以降HCB事件を記録している。全HCBイベントの概要を紹介し、HCBによる負傷とその予防法について述べる。1993年1月1日－2003年3月31日、HSEESには29件のHCB事件(アラバマ1、アイオワ1、ニューヨーク6、ロードアイランド2、ワシントン14、ウィスコンシン5)が報告され、うち24件(83%)は2000－2003年に発生した。24件(83%)で爆発が起き、3件(10%)で26名が負傷した。負傷の内容は眼および呼吸器への刺激、薬品火傷であったが、死亡例の報告はなかった。HCBに使用された化学製品は次亜塩素酸ナトリウム(17)、水酸化ナトリウム(15)、塩酸(5)が多かった。18件は学校(大学14、高校3、小学校1)、10件は住宅地、1例は食料雑貨店の駐車場で起きた。少なくとも22件(76%)は青少年(18歳未満)または大学生が製造したもので、19件が夏、3件が放課後に起こった。手製爆弾による負傷の予防戦略として地域社会へのボトル爆弾に対する注意喚起と青少年を対象としたこれら装置の製造や爆発に関する危険性と法律上の問題についての教育が重要である。
