外食施設における喫煙規定の観察調査－Southeast Health District、ジョージア州,2001年

アメリカにおける間接喫煙(SHS：second hand smoke)による死亡者は年間約38,000人であることから、CDCは環境喫煙(ETS：environmental tobacco smoke)への曝露を減少させるため禁煙や公共施設での喫煙の制限を勧告している。また、外食施設においてSHS曝露の頻度が高いとの報告があるが、ジョージア州では外食施設での喫煙を禁止する州法がない。2001年6－12月にかけて、ジョージア州のSoutheast Health District(人口319,128人)では、衛生学者による外食施設の定期的な査察の際に、喫煙状況の観察調査が行われた。喫煙調査は880/928施設(94.8%)で行われた。うち室内に客席がある729施設では506施設(69.4%)が全席禁煙、163施設(22.3%)は喫煙席と禁煙席を分けて喫煙を許可、61施設(8.4%)は席を分けずに喫煙を許可していた。喫煙席を分けていた163施設のうち95施設(58.3%)は禁煙席を明確に表示し、63施設(38.7%)は喫煙席を表示していた。また43施設(26.4%)は禁煙席と喫煙席に距離を設け、40施設(24.5%)はしきりを作って分けていた。さらに21施設(12.9%)は換気システムを別にしてETSへの曝露を減少し、83施設(50.9%)では共用エリアを禁煙区域としていた。ジョージア州公衆衛生局はタバコに関する郡の条例内容と現在の状況を検討するためのさらなる調査を計画中である。
