紙巻きたばこと燃焼性たばこの消費－アメリカ、2000～2011年

喫煙は有害な健康転帰、特に癌や心血管疾患、肺疾患を誘発する。喫煙率および喫煙行動を評価するための標準的アプローチには、一般市民の代表サンプルの調査および個人の喫煙行動に関する質問調査と、たばこ税のデータに基づいた消費量推定という2種類がある。CDCは一般市民を対象にした調査結果に基づき全国および州別の喫煙率を定期的に報告しているが、推定消費量については報告していない。2000～2011年の燃焼性たばこ(紙巻きたばこ、手巻きタバコ、パイプたばこ、小型葉巻、大型葉巻)の消費量を推定するため、CDCはU.S. Department of Treasury’s Alcohol and Tobacco Tax and Trade Bureau(TTB)のたばこ税のデータを分析した。2000年から2011年にかけて、燃焼性たばこの年間総消費量(紙巻きたばことして)は4,507億本から3,266億本へと27.5%減少し、成人1人あたりの燃焼性たばこ製品の消費量は2,148本から1,374本へと36.0%減少した。この期間中、紙巻きたばこの消費量は32.8%減少したが、紙巻きたばこ以外のたばこ(手巻きたばこ、パイプたばこ、葉巻)の消費量は123.1%増加し、結果として燃焼性たばこ全体の消費量に対する紙巻きたばこ以外のたばこの消費量の割合は2000年の3.4%から2011年には10.4%に上昇した。このデータは、一部の喫煙者が紙巻きタバコからより税金の安い他の燃焼性たばこ製品に変更したことを示唆する。たばこ製品の値上げは喫煙率低下と若者の喫煙開始を防ぐための最も効果的な方法のひとつだが、より安い燃焼性たばこへの変更はこの効果を弱めることになる。
