職場、レストラン、バーにおける州のタバコ規制法－アメリカ、2000～2010年

受動喫煙(SHS)曝露は非喫煙成人と小児における肺癌と心血管・呼吸器疾患の原因であり、アメリカの非喫煙成人において毎年約46,000例の心疾患死と約3.400例の肺癌死をもたらす。規制地域の全ての屋内での喫煙を禁止するタバコ規制法は、非喫煙者における強制的なSHS曝露を防ぐ。アメリカの全州(ワシントンDCを含む)における公共の場と職場での法的なタバコ規制はHealthy People 2010の目標のひとつであったが、2010年までに達成できなかったためHealthy People 2020の目標として持ち越された。この目標に向けた進展状況を評価するため、CDCは2010年12月31日現在の各州のタバコ規制に関する法律をレビューした。この報告は、2000年12月31日から2010年12月31日までの職場・レストラン・バーにおけるタバコ規制状況の変化をまとめたものである。全ての職場・レストラン・バーで室内における喫煙を禁止した法律を有する州の数(ワシントンDCを含む)は、2000年の0から2010年には26州に増加した。また10州はこれら3ヶ所のうち1～2ヶ所で喫煙を規制しており、さらに8州は制限の少ないタバコ規制法を制定している(喫煙所の設置など)。しかし法規制には依然として地域差があり、南部で全ての職場・レストラン・バーにおける喫煙を禁止するタバコ規制法を制定している州はない。現在の州タバコ規制政策の採択活動が今後も全国的に持続し、一部の地域(特に南部)でその活動が強化された場合には、Healthy People 2020の目標達成が可能となる。
