Preemptive State Smoke-Free Indoor Air Laws - United States, 1999-2004

室内での禁煙法を制定した州－アメリカ,1999～2004年

アメリカでは毎年、喫煙への二次曝露により約3,000例が肺癌、35,000例が心疾患により死亡しており、二次曝露の減少には政治的な介入が最も有効であるため、職場や公共施設、レストランなどでの禁煙を法律で規制する州が増加している。CDCは1998年12月31日時点で政府関係の職場、民間企業の職場およびレストランのうち1ヶ所以上で喫煙を制限する法律を制定している州を調査した。その結果、17州にて法律が制定されており(政府関係機関:16州、民間企業:15州、レストラン:17州)、その後1999―2004年の間にデラウエア州では全ての場所での禁煙法を廃止、ルイジアナ州でも政府関係機関で解除、オレゴン州は全ての場所での禁煙を制定、ミシシッピ州では政府関係機関、ニューハンプシャー州ではレストランでの禁煙を定めている。2004年12月31日現在では、計19州が1ヶ所以上での禁煙を定めている。CDCは2010年には全ての州で室内での喫煙を規制することを目標としており、今後も喫煙への二次曝露の減少を推進する方針である。
