Terrorism Preparedness in State Health Departments - United States, 2001-2003

州保健局におけるテロリズム対策アメリカ,2003年

2001年秋の炭疽菌事件により、テロ対策における感染症(ID)疫学者の重要性が明らかとなった。2002年、テロリズム、IDアウトブレイク、公衆衛生の脅威に対する対策費として州保健局(SHDs)に約10億ドルの資金が与えられた。Iowa Department of Public Health’s Center for Acute Disease EpidemiologyおよびIowa State University Department of Microbiologyは、2000年9月－2001年8月と2002年10月－2003年6月にかけて、この資金運用に関する調査を実施した。国内50州のうち47州がIDやテロに対する調査、準備、さらに医療従事者の指導等を担当するID疫学者を新たに雇用し、全体で366名から848名へ132%増加した。しかし人員が増加したものの、計画の立案時間、疾患調査体制の確立、有資格ID疫学者の雇用問題、食品安全性に関する問題、州の雇用凍結と予算不足、政治的/社会的政策上の問題、天然痘ワクチン接種プログラムに要する時間や予算の分配といった解決すべき点が多くあることが判明した。
